Warrant Apprehension Unit of the Harford County Sheriff’s Office locates Homicide Suspect in Pennsylvania

Members of the Harford County Sheriff’s Office (HCSO) Warrant Apprehension Unit negotiated the successful surrender of homicide suspect, Jamar Wise, to local authorities at 3:13 am on December 22, 2022.

The arrest came less than 72 hours after a shooting in Edgewood that took the life of Kisha Blackwell. In the early stages of the investigation, detectives with the HCSO Criminal Investigations Division were able to identify Wise as the suspect and obtain an arrest warrant.

During the hours that followed, detectives, in conjunction with members of the HCSO Warrant Apprehension Unit, searched tirelessly for Wise, who was considered armed and dangerous. Multiple leads from community members poured in to detectives offering information and tips about Wise. While following up on one investigative lead, information was provided to the Warrant Apprehension Unit that Wise was at a gas station located in Hanover, PA. Deputies with the Unit were able to make contact with Wise and negotiate a peaceful surrender to local authorities. Wise was taken into custody by the West Manheim Township Police Department without incident.

In addition, the HCSO would like to thank the Baltimore County Police Department, West Manheim Township Police Department, Hanover Borough Police Department, Penn Township Police Department, Northern York County Regional Police Department, Conewago Township Police Department, and our many other citizens and partners for their assistance in getting Wise into custody.

Wise is currently being held in Pennsylvania where he faces local charges and awaits extradition proceedings. Anyone with information about this crime is asked to call Detective Reynolds, with the HCSO Criminal Investigations Division, at 443-409-3502.
