HCSO Deputies Arrest Man Accused of Impersonating Police Officer in Joppatowne

Harford County Sheriff’s Office (HCSO) deputies have arrested a man following an investigation into impersonating a law enforcement officer in the Joppatowne area.

On April 30, 2026, deputies assigned to the Southern Precinct of the Harford County Sheriff’s Office observed a vehicle displaying red and blue emergency lights. When questioned, the driver identified himself as a police officer and presented what appeared to be official credentials. Based on their training and experience, deputies recognized inconsistencies during the encounter and began a follow-up investigation. Working in coordination with the Maryland State Police, they confirmed the individual was not a sworn law enforcement officer in Maryland.

Detectives quickly obtained search warrants and coordinated surveillance efforts. On May 1, 2026, with the assistance of the HCSO Crime Suppression Unit, HCSO Special Operations Division, and Maryland State Police, deputies located 56-year-old Robert Dicocco, took him into custody and transported him to the Harford County Detention Center without incident. During the execution of search warrants, investigators recovered additional evidence, including a fraudulent identification card, law enforcement-style badges and clothing. Mr. Dicocco was charged with ten counts related to impersonating a police officer and was later released on a $10,000 unsecured bond.

The investigation is active and ongoing. Deputies are asking anyone who may have been stopped, approached, or otherwise contacted by Mr. Dicocco while he was claiming to be a law enforcement officer, or under similar circumstances, to contact Sergeant Majewski with the Special Operations Division at 443-567-7086.
