Naughty Dogs Pub & Grill Incident Update

On Sunday, August 23, 2020, at approximately 2:27 am, deputies assigned to the Northern Precinct of the Harford County Sheriff’s Office responded to the parking area associated with the Naughty Dogs Pub & Grill located in the 2300 block of Churchville Road in Bel Air for the report of an unconscious male. Upon arrival, deputies located two adult males, both age 23, suffering from non-life-threatening injuries received during an assault. Both victims, conscious and alert, were transported to the hospital for medical treatment of non-life-threatening injuries. They have both been released and are recuperating at home.

Due to the severity of the injuries, the investigation was assumed by detectives from the Harford County Sheriff’s Office Criminal Investigations Division. The initial investigation indicated that there were a number of people in the parking lot at the time of the assault and Detectives sought assistance from community members who may have witnessed the altercation that led to the injuries to the victims.

With help from community tips and shares of our social media request for help,detectives were able to quickly identify and charge 4 individuals.

Zachary Onesty, 24, with a Finksberg address, and Kyle Barkley, 22, with a Bel Air address were charged by detectives with First-and Second-Degree Assault and Conspiracy to Commit First and Second-Degree Assault. The District Court of MD issued Arrest Warrants for both and both were taken into custody without incident and transported to the Harford County Detention Center where they are being held on no bond.

Phillip Paciocco, 26, with a Bel Air address, and Adam Bartlett, 23 with a Forest Hill address were charged by detectives with Second Degree Assault and Conspiracy to Commit First and Second-Degree Assault. The District Court of MD issued Criminal Summons that have both been served. (no mug shots are available when a Criminal Summons is served, as they do not require transport to the Detention Center.)
