Man Charged in Perryman Homicide

[August 26, 2015, Perryman, MD] Detectives with the Harford County Sheriff’s Office Criminal Investigations Division have charged a man in connection to a homicide that occurred in Perryman on Tuesday morning.

An arrest warrant has been obtained for James Allean Ashford, 38, who is currently in the custody of the Harford County Sheriff’s Office. The warrant is for 1st and 2nd degree Murder, 1st and 2nd degree Assault and related firearms charges related to the shooting death of Joshua Allen Walter, 28.

At approximately 8:11 am, on August 25, 2015, patrol deputies from the Harford County Sheriff’s Office Southern Precinct were called to a home in the 400 block of Busby Road, for the report of a pedestrian struck by a vehicle during a domestic dispute. Responding deputies located Ashford struck by the vehicle and began an investigation into the incident. The striking vehicle was quickly located in an area close to the scene. As patrol deputies approached the vehicle to make contact with the driver, it was apparent that the driver and sole occupant, Walter, was suffering from a gunshot wound to the upper body.

Walter was transported to Harford Memorial Hospital by local EMS providers, where he died from his injuries. Ashford was transported by ground to Johns Hopkins Bayview Medical Center with non-life threatening injuries.

The investigation was assumed by detectives from the Harford County Sheriff’s Office Criminal Investigations Division. Deputies from the Forensic Services Unit processed the scene for evidence while detectives conducted numerous interviews. The investigation indicates that the parties knew each other.
