On Tuesday, October 8, 2024, the Harford County Sheriff’s Office (HCSO) was made aware of a criminal investigation being conducted by the Carroll County Sheriff’s Office involving Harford County Sheriff’s Office Senior Deputy Ryan Christopher Hall, of the Investigative Services Bureau, as the suspect. Upon notification, Hall’s law enforcement powers were immediately suspended with pay and he was removed from the workplace.
On Tuesday, October 22, 2024, Detectives from the Carroll County Sheriff’s Office arrested Senior Deputy Hall, in Harford County, in reference to the Carroll County investigation. The HCSO suspended Hall’s police powers without pay at that time.
The HCSO has been cooperating with the Carroll County Sheriff’s Office with any assistance that has been requested or which may be needed as the investigation continues. At this time, we have no information that these crimes were committed with the use of HCSO equipment or during the course of Hall’s on duty hours.
Sheriff Gahler remarked, “We hold our Agency members to the highest standard of integrity. Any abuse of power or breach of public trust is taken very seriously. I find it both personally and professionally disappointing that someone within our ranks would break that trust and be accused of such heinous acts and crimes. My thoughts go out to the victims in this case. I hope they are able to begin the long healing process now that these charges have been filed.”
