Harford County Sheriff’s Office Patrol Deputies have charged five adults with multiple retail thefts from Kohls department store. Deputy First Class Miller responded to Kohls on Osborne Parkway in Forest Hill and spoke with store employees who reported that on October 30, 2025, two suspects loaded multiple pairs of Nike sneakers into a large suitcase. They then placed the suitcase near the front doors of the store and exited. A third suspect then entered the store, took the suitcase and exited without paying for the multiple pairs of sneakers or the suitcase. More than $1,000.00 in merchandise was stolen. The three suspects were later identified as Hayward T. Henderson Jr., 42 years old, Edgewood MD; Susan Frazier, 45 years old, Edgewood MD; Eric C. Briggs Sr., 49 years old, Edgewood MD.
A few days later, on November 4, 2025, another theft was reported. In this incident, Briggs Sr, along with an unknown black female, used the same method to steal. They loaded up a suitcase with multiple clothing items, jewelry and other merchandise. They then placed the suitcase near the front doors and another suspect identified as Christopher C. Ewing, 34 years old, Aberdeen MD, entered the store and took the suitcase and merchandise without paying for anything. The total amount of stolen goods was just over $2,000.00.
Later that week, Deputy First Class Worley responded to the same retail store for a reported theft that occurred on November 10, 2025. In this theft, four suspects worked together to steal more than $1,500.00 in merchandise, once again using a stolen suitcase to carry the merchandise. The suspects in this theft were identified as Henderson, Frazier and Briggs from the previous thefts. They were joined this time by Frazier’s husband, Phillip V. Frazier Sr., 45 years old, Edgewood MD and an unidentified black female.
Patrol Deputies, along with Detectives from our Criminal Investigation Division applied for a search warrant for the Frazier residence, which was served on December 4, 2025. While serving the Court issued search warrant, some of the stolen merchandise was recovered, along with an unserialized handgun which belonged to Phillip V. Frazier Jr., 23 years old, Edgewood MD.
Each of the suspects named here were charged. A summary of their charges and dispositions are below:
- Hayward T. Henderson Jr.: Multiple theft charges, Organized Retail theft and Theft Scheme- Summons issued
- Susan Frazier: Multiple theft charges, Organized Retail theft and Theft Scheme- Warrant issued and served, released on an unsecured $2,500 bond.
- Phillip Frazier Sr.: Theft charges- Summons issued
- Eric Briggs Sr.: Multiple theft charges, Organized Retail Theft and Theft Scheme- Warrant issued
- Christopher Ewing: Multiple theft charges- Warrant issued
- Phillip V. Frazier Jr: Possess unserialized handgun- Summons issued
Speaking about this organized retail theft scheme, Sheriff Gahler said, “Retail theft doesn’t only victimize the store, it victimizes our community. Retail theft is not tolerated in Harford County- as I’ve said many times. We work with our Loss Prevention partners at these retail stores, and they play a pivotal role in identifying and charging these thieves. When you steal in Harford County, you will be charged and our partners at the State’s Attorney’s Office will prosecute you.”
