Arrest Made in Fatal Shooting

A man is in custody after being charged for a fatal shooting at the McDonald’s in Belcamp.

On Tuesday, April 23, 2024, at 10:36 p.m., deputies assigned to the Southern Precinct of the Harford County Sheriff’s Office responded to the 1300 block of Riverside Parkway in Belcamp for the report of a shooting. Upon arrival, deputies located Sebashton Charles Nocar, 19, of Bel Air, inside the restaurant suffering from a gunshot wound to the head.

Deputies immediately rendered aid to Nocar. Despite life-saving efforts, Nocar succumbed to his injuries and was declared deceased at the scene.

Detectives from the Harford County Sheriff’s Office Criminal Investigations Division, investigators from the Forensic Services, with assistance from the K9 and Drone Unit, and Patrol deputies developed information identifying Djbril Ramatoulay, 32, of Aberdeen, as the person responsible for shooting Nocar. On Wednesday, April 24, 2024, deputies obtained an arrest warrant for Ramatoulay charging him with crimes related to the death of Nocar. Earlier this morning, deputies from the Special Investigations Division, Criminal Investigations Division, Warrant Apprehension Unit, and Special Response Team took Ramatoulay into custody without incident.

While an arrest has been made, Sheriff’s detectives are continuing their investigation. No further information is being released at this time.
