Detectives Charge Suspect in Connection to Theft and Fraud

Detectives from the Harford County Sheriff’s Office Criminal Investigations Division charged a Philadelphia woman Saturday, in connection with two theft and credit card fraud incidents that occurred earlier this year.

On August 23, 2018, at approximately 3:00 p.m. deputies from the Harford County Sheriff’s Office Southern Precinct, responded to the Panera Bread on Bel Air S. Parkway for the report of a past theft. The victim informed deputies an unknown individual stole credit cards from her purse and made several fraudulent transactions. Through investigation, video of two female suspects going through the victim’s purse was obtained.

Then, on November 28, 2018, at approximately 6:00 p.m., deputies assigned to the Harford County Sheriff’s Office Southern Precinct responded to the 3800 block of Memory Lane for the report of a theft. The victim informed deputies that she believed her wallet was stolen earlier in the day at the Panera Bread on Merchant Boulevard and had made several fraudulent transactions. Through investigation, video and images of two female suspects were obtained. At that time, deputies believed they were seeking the same suspects involved in the theft and fraud from August.

As the investigations continued, detectives were informed by Aberdeen Police that two females, matching the description, were arrested by their officers on Saturday, December 15, 2018, for a similar crime. One of the suspects, identified as Latisha Rice, 32, of Philadelphia, has been identified as one of the suspects in the incidents occurring in August and November. Rice was charged with theft, fraud and other related charges. She was transported to the Harford County Detention Center, where she is currently being held without bail.

The investigation remains active and ongoing. Detectives are working to determine if charges will be brought against the second suspect apprehended by Aberdeen Police. No further information is available at this time.
